Give support for Redragon M991RGB-Pro mouse for "battery levels and power down

I've got a new Redragon wireless mouse and want to make sure it powers down and
let me know what charges are at.

I hate when hardware like mouse and keyboards and others do not come with Linux
software to grant full control or just to get it working at all with these
company's that make these's projects. Like OpenRGB doesn't support the RGB for
this mouse. It has a list in the app and it's not there. So I'm asking OpenRGB
for support for it and just wait for god knows how long. And that's the same
for this asking for support for the rest of the features.
