It turns out that relying on dbus notification to determine that a wake from sleep has recently occurred and that special recovery should be performed does not work. Failing open() calls with EACCES errors can occur before the dbus notification has arrived. As before, please submit the output of **journalctl -b -t org_kde_powerdevil that illustrates the problem, i.e. a period that covers wake from sleep.
