My suspicion is that this microphone internally stores its own recording level
on-chip, and doesn't tell the OS about it, causing the initial de-sync issue.

Then, on top of that, the Linux driver is capable of writing to the device's
recording level, but not reading it — while on Windows, neither works.

This all sounds like a case of audio driver issues. Any chance you can report
the issue upstream to the PipeWire folks at
https://gitlab.freedesktop.org/groups/pipewire/-/work_items ?
