DESCRIPTION
Flameshot has a "Pin" tool: after selecting a region, you can pin the
screenshot to the desktop as a small, always-on-top floating window instead of
(or before) saving/copying it.
## Summary
It's handy for referencing a part of an image, like informations in Games/GUIs
to stick them on the screen while you are playing/programming.
Think of playing a Survival game and want to pin a recipe to the screen.
Think of pinning a help info to the screen.
Spectacle does not have this atm.
## Proposed behavior
Pin to Desktop as an option with the possibility to save/copy or
fade/scale/move it onscreen.
## Reference implementation
I've prototyped this as a Qt Quick-native port of Flameshot's pin tool and
tested it on several linux systems.

ADDITIONAL INFORMATION
I'am just happily using this features in my cachyos in
/home/${USER}/.local/bin/spectacle from above proof of concept branch. It was
also tested with Ubuntu 24.04/X11(flatpak) and Ubuntu 26.04
wayland(gtk-launch).
What my refernce implementation not does: You can't make a screenshot of the
already pinned images.
