Did some testing, after maybe 12-15 attempts I can NOT reproduce with a clean user account. Where as with my primary account it appears maybe 2 out of every 3 boots. If something else pops on the screen, like steam automatically opening for example, it will close the pop-up. If an app doesn't close it, it will stay open indefinitely until I click somewhere else on screen.
