I can reproduce what appears to be the same regression with an OpenConnect VPN
connection while KWallet is disabled. Plasma-NM authenticates successfully, but
NetworkManager reports "final secrets request failed to provide sufficient
secrets". nmcli --ask works.

Workaround:
Storing gateway and gwcert in vpn.secrets and changing gateway-flags and
gwcert-flags from 2 (NOT_SAVED) to 0 makes the Plasma applet connect
successfully, while cookie-flags=2 remains unchanged. The relevant Polkit
permissions are granted.
