At the moment, I believe it's intentional that on a desktop PC, the icon shows
the battery state of your battery-powered peripherals that report their state.

It looks like in this case it's not working properly though, since the reported
percentage is 28%, not 100%.

Also I can see how this would stop making sense if you had two or more
battery-powered devices that report their power levels. Which one should the
icon show?

Re-titling to reflect the proposal to re-think the design here.
