All effects can be applied with a mask. It's just not done by a simple click of a button or icon ;-) You need to use one of the mask effects that has "(Mask)" in its description. Add it to the clip and adjust it as needed, then add all the effects you want to use, then add the "Mask Apply" effect. This "effect sandwich" applies the effects only in the masked area.
