Adding user certificates using the kcm_ssl GUI fails silently if the directory
~/.local/share/kssl/userCaCertificates/ doesn't exist. No error is reported and
the certificates are visible in the list, but after closing and reopening
kcm_ssl they're gone.
Manually creating ~/.local/share/kssl/userCaCertificates/ fixed the issue. This
directory shall be created automatically if needed.

First reproduced with kdelibs4support-5.26.0 (that's where the strace logs are
from), but still exists with 5.29.0
