It looks like the systemd unit was reworked to use socket activationand that script and thus also the check for the environment variable was removed completely in 10.0p1: https://salsa.debian.org/ssh-team/openssh/-/commit/e17cd096bf231d3bb2e1d73e2b59b6e4fa5a03a8 Ubuntu 26.04 has 10.2p1; so once Neon is rebased on 26.04 the issue should go away.
