Testing Witcher 3 again just now I can clearly see that HDR is not applying, even if I can toggle it in-game. And Cyberpunk 2077 looks all wrong, like the blacks are completely crushed. In fact, I just realised that I didn't have access to the HDR calibration tool. Super crushed blacks, very unpleasant to look at, even on the desktop, not just in games. My guess is that HDR didn't apply on a system level even when it was toggled on in settings. Guessing it's a system-level kWin + Nvidia driver issue? I haven't gotten around to downgrading Nvidia drivers to test cause I honestly don't know how to do it.
