I was wrong about which plugin was causing this, I was blaming "Send remote
mouse input" plugin, but it was because of "Share input devices" plugin.
Disabling the now correct plugin does work and now the input capture permission
pop up no longer appears, but the other issue, that plugin asking for
permission every time the phone connects is still there if you want that plugin
turned on. I have tried allowing "Control of pointer and keyboard" setting from
System settings -> Application permissions -> Legacy X11 support but that also
did not fix the issue. I believe I had this plugin turned on before and I did
not see it asking permission every time a device is connected.
