Chiming in and confirming that I experience this issue too.

OS: Windows
Version: Krita 3.1.2
Hardware: Intuos CTH-480

This happens on any layer (vector, raster, etc.), but only happens when I use
my stylus on my wacom tablet. This does not happen when I use a mouse or a
touchpad.

It happens when I select the Transform Tool, then hover the cursor just at the
edge of the edit window, and when it starts moving, I then click on something
past that edge (ex. something on a docked window). This immediately causes the
entire canvas to scroll continuously, until a slightly darker border appears.
clicking on this border extends the image canvas. Attempting to reposition the
canvas fails.

Workaround: select another tool (brush, etc.), then select the transform tool
again.
