Currently Klipper's actions are stored in plasmashellrc with a syntax similar
to the one of .desktop files.
It would be better if each action will be stored in a .desktop file, so we will
be able to share them on KDE Store for example. Then it will be possible to
implement GHNS interface for Klipper actions as requested here:
