I'm not able to reproduce the problem with Ctrl+V in Plasma built from
git-master or Plasma 6.6.3 on Solus
I can reproduce the "Clean" option not being shown in the right click menu

Note: After going back to the clipboard and exiting edit mode, both features
work as expected
