Agreed.

Hmm, apart from the Sequence button (formerly known as Master) all effect
targets have an indicator: Clips are obvious, tracks have the magic wand icon.

In researching this I found that the when dragging an effect the mouse pointer
gets a green plus sign when it hovers over an element that can receive effects,
and a red minus sign when dropping an effect is not allowed. But it also shows
the green sign when dragging a video effect to an audio track.
