I can confirm that this can happen -- it doesn't always happen, but last
weekend I worked with my cintiq and windows 7 installation in three sessions.
In the second session, I got the popup twice and the pen wasn't properly
initialized. A reboot fixed that. But weirdly enough, the popup is modal, so
it's really hard to figure out how we can manage to show it multiple times.
