SUMMARY
I made my original request erroneously over here: 
https://invent.kde.org/frameworks/breeze-icons/-/issues/40

However, it would be really nice to have an official icon for the overview
(effect) mode that would also work well as an icon for the show-overview action
itself. In my use case above, I want to have a shortcut that shows the overview
in the taskbar, akin to an alternate start menu. However, since there's no icon
to symbolize this feature, I had to use an incorrect / confusing icon.

Ultimately, I think the overview icon would effectively abstract the concept of
the overview by showing a larger-outline "frame" and multiple smaller "frames"
above the larger outline one, to represent the management of workspaces
abstractly.  I could give this a shot myself, though I have to familiarize
myself with breeze's design standards more.
