SUMMARY
Since the update of the Linux kernel from version 6.18.9 to 6.19.6 the HDR
functionality broke. Opening games in HDR with gamescope, watching HDR videos
in Chromium 146 or watching HDR videos in mpv all show the same problem: Parts
of the image that have HDR highlights like the sun, sky or bright artificial
light show excessive banding and obviously incorrect colors.
It may be a problem specific to older AMD GPUs as I am using a GPU from 2020:
AMD Radeon RX 6900 XT
I probably has something to do with the addition of the "DRM Color Pipeline
API" since the version 6.19 in the Linux kernel:

STEPS TO REPRODUCE
1. Upgrade to the Linux kernel 6.19.6.
2. Open an HDR game in gamescope or try to watch an HDR video on YouTube using
Chromium 146 or using mpv.
OBSERVED RESULT
Excessive color banding and incorrect rendering of HDR content.
EXPECTED RESULT
Correct rendering of HDR content as it (probably) was with Kernel 6.18.9.
