I traced through the code, and when I follow your steps to create a VLAN, the fact that nothing shows up in the Networks widget means that plasma-nm thinks there's no device. So it falls back to showing a disconnected wired network icon. This is also what plasma-nm did in Plasma 6.5, it's just that the icon it showed in this case was the wrong one but didn't *look* wrong (blue wire vs red x).
