This is not a new behaviour.
I know this behaviour for many years and across many Kubuntu versions. Other
users also reported this.
These reports are obviously not being taken seriously or are being ignored.
Since this behaviour is very annoying, I use the following workaround:
I'm backing up the file
/home/backup/plasma-org.kde.plasma.desktop-appletsrc
and use it for data recovery in the folder
/home/***/.config
This can't be a permanent solution.
