Two halves of shortcut editor overlapping.

SUMMARY
Title and picture. That picture is taken at default System Settings default
size.

Additionally, that also creates the side effect of hiding the red Trash icon
when a custom shortcut is used, leading to potential confusion (which I
actually had)


STEPS TO REPRODUCE
1. Start systemsettings, even on fresh install, on a non-English language
(Spanish or even German for even longer strings)

OBSERVED RESULT
The two halves of the keyboard shortcut setting overlap and hide buttonns

EXPECTED RESULT
The shortcut panel should not be that small for the current language

POTENTIAL FIX

Currently, shrinking limit is set so 

Shortcut name: No keyboard shortcuts enabled

don't overlap. Perhaps you could make it so the window resize limit also forces
not to overlap the two halves of the shortcut editor.
