STEPS TO REPRODUCE
try to set up
1. a fixed size
2. a left-corner position initially
OBSERVED RESULT
some windows don't place correctly at launch and sized randomly
even without, system settings is blocked, can't reduced it and larger
EXPECTED RESULT
windows place at launch and sized according to my request
