In 6.6.0, if I go in the Keyboard settings and try to set the virtual keyboard
to "None", after applying and restarting system settings, the default system
keyboard is back on plasma keyboard (For me).

Now, I did check to see, "What if I set the virtual keyboard to something like
Maliit, Apply, Exit and come back, and it remains on maliit. But what if I then
disable it and come back? Then it's back on plasma-keyboard."

I believe it resets back to plasma-keyboard as it is the first in the list, but
I have no proof of that.

The prefered workflow would be for the virtual keyboard to remain disabled when
disabled.
