STEPS TO REPRODUCE
1. Open a window capable of summoning a File Picker, like Konsole.
2. Summon its File Picker.
3. Open another window, like Konsole.
4. Click on the Konsole window that is summoning its File Picker.
OBSERVED RESULT
The focus won't go the Konsole window that is summoning its File Picker.
It's almost as if the File Picker stole Konsole's ability to be focused on.
