STEPS TO REPRODUCE
1. Have a language related issue, there's a hashtag on my language in
/etc/locale.gen
2. Try to change language and change it back to fix it.
OBSERVED RESULT
It doesn't fix it.
EXPECTED RESULT
It should detect the user is making unnecessary changes and offer to go to
/etc/locale.gen
