UPDATE:
   I have since switched my operating system to Debian 13, and I can confirm
that the exact same issue persists. This confirms the bug is not
distribution-specific, as
   it occurs on both openSUSE Tumbleweed and Debian.

   New System Information (Debian):
   Operating System: Debian GNU/Linux 13
   KDE Plasma Version: 6.3.6
   KDE Frameworks Version: 6.13.0
   Qt Version: 6.8.2
   Kernel Version: 6.12.73+deb13-amd64 (64-bit)
   Graphics Platform: X11

   The behavior remains identical: with "Automatically" and "After restarting"
enabled, Discover still requires a manual click on "Update All" to stage the
system
   updates for the next reboot, which contradicts the UI description.
