One thing I should mention is that I normally have a Wacom Intuos 3 and a Cintiq plugged at the same time. But after I pluggig the intuos off and restarting the issue persisted. Last update on my Windows 10 was Cumulative Update for Windows 10 Version 1607 for x64-based Systems (KB3213986) on 11/01/2017. I think this is more or less when the problems started.
