Thank you Burkhard Lueck and Elvis Angeliccio.
I hadn't realized that the "Open Terminal Here" option is supposed to appear in
the Actions menu. I don't think it used to be that way, but perhaps I am
remembering it wrong.
For others who might be looking for it, it does not appear if one has clicked
on a specific file instead of in the folder window.
Changing the resolution to "Invalid" as it was user error.
