Implement Quick Tiling Manager per-desktop/output
SUMMARY
The new per-Desktop tiling manager is not available on X11
STEPS TO REPRODUCE
1. Start Plasma X11 session
2. Meta+T
3. Change the layout
4. Switch to another desktop
OBSERVED RESULT
The layout is changed also on other desktops/outputs
EXPECTED RESULT
Each desktop should have its layout
