SUMMARY
When attempting to use the Fill option in shape tools, the drawn shape fails to
be filled.

STEPS TO REPRODUCE
1. Select any shape tool on a canvas.
2. Ensure that Foreground color and Background color are contrasting.
3. Under "Geometry Options", set Fill to "Background Color" or "Pattern".
3A. This is only if Outline is set to the default "Brush" option. If Outline is
set to "Brush (Background)", then Fill should use either "Foreground Color", or
"Pattern". 
4. Attempt to draw with tool.

OBSERVED RESULT
The outline of the shape is shown, but only a sliver of the fill is on the
inside of the shape, with the rest of the inside of the shape being empty. 

EXPECTED RESULT
The whole inside of the shape should be filled.

ADDITIONAL INFORMATION
If you try to set Outline to "No Outline", then flat out nothing happens when
attempting to draw. So something in the Fill options for shape tools is broken.
Normal Fill Tool is working fine.
