User can't zoom in. Only 1 tick (with mouse, two ticks with the + button) from
most zoomed out and user should really be able to zoom in more than that.
STEPS TO REPRODUCE
1. Open time zone page in system settings
2. Try to zoom in

OBSERVED RESULT
Only able to zoom in a bit
EXPECTED RESULT
Able to zoom in a lot more to make it easier to select your zone
