To update on my case - no, I just had some temporary luck where the issue
disappeared for several restarts.

A better workaround than throttling the CPU would be to add some of the
proposed mechanisms to restart kwin. In my case that needs to happen after
every power-on/wake-up in order to avoid the CPU-load on lockscreen (though I
just do it manually and still find the laptop hot when I forget).
