It's not just about kernel or early user space. It signals the panel
orientation for the system, for all software.
If you work around the panel orientation without also patching the orientation
of the sensor, then that's not something we can fix. I don't think we should
add workarounds for that either - if kernel command line args cause problems,
then the workaround for that should be in the kernel (or you need to have
another arg for rotating the sensor).

I would also recommend you to upstream the quirks for your hardware; these
kinds of quirks are in lists that are relatively simple to patch.
