I found that the workaround is to move the main kMyMoney and CSV importer windows to a different positions on screen at the start of the import process. I move the main kMyMoney window to the upper left corner of the screen (that is where the account selection window will appear) and the import wizard window to the lower left corner. Then after selecting the file, I move the file window to the upper right corner. Error message windows then appear in the center of the screen and can be accessed. The problem with the Windows implementation seems to be that all windows are positioned initially at the center of the screen (or centered on the main kMyMoney window) and that the import wizard window is "always on top" while the error message windows and the account selection window appear "below" that window. So if you move the main kMyMoney window and the import wizard window off the center of the screen then you can see and act on the error message and account selection windows.
