The issue was caused by the "keyboard hardware and layouts" component in
systemsettings in conjunction with an apple aluminium keyboard. Apparently at
some point during kde startup the fn key on the keyboard gets toggled, but only
for the multimedia keys (F7-F12).
After messing around for a few hours I have given up and use just good old
xorg.conf :-)
