The Task Manager tooltips in ToolTipDelegate.qml are just a plain old ListView
in a ScrollView. ScrollView injects a Kirigami.WheelHandler, which has this
problem, which is why this bug report is in Kirigami.

At the minimum, holding down Alt when scrolling using a wheel should perform
horizontal scrolling, per normal Qt scrolling heuristics.
