The scrollbar makes it clear, no? There was no scrollbar before, then the
expanded desktop feature got activated, and then the scrollbar appeared,
letting you know that the view became scrollable. This how everything that's
only sometimes scrollable works.
Now, I think the fact that the desktop can be scrollable is a mis-feature and
I'm in favor of getting rid of it. See

Until that happens, I'm afraid this is basically "works as expected".
