STEPS TO REPRODUCE
-1. have timezone that isn't UTC
0. have updates
1. reset notifier state
2. run notifier
3. get notification
4. run notifier again
OBSERVED RESULT
the reported timestamps will debug as local times but are in fact UTC

timezone consistency
