A sample image would be good. If digiKam displays the earth icon in the
thumbnail, the GPS data is in the database.
Your location tags are located in the location IPTC/XMP metadata; digiKam has
never adopted these as tags.
It is possible to adopt this location information as tags using reverse
geolocation in the digiKam Geolocation Editor. This is still possible, but must
be enabled under the reverse geolocation options.
