If digiKam displays the earth icon in the thumbnail, the GPS data is in the database. Your location tags are located in the location IPTC/XMP metadata; digiKam has never adopted these as tags. It is possible to adopt this location information as tags using reverse geolocation in the digiKam Geolocation Editor.
