I have also been experiencing this issue as of late, some background:
I use the Looking Glass project's client almost every hour of every day, by
default the program will automatically toggle compositing on execution for
performance reasons. This would "mask" the bug we're seeing here during my
usage of this thirdparty program.
Now that I have the GPU bandwidth to run compositing and the client
simultaneously with no performance hit, I've configured the compositor to
always stay on, and now and now I encounter this issue fairly often, several
times a day. Other desktop shortcuts work (Alt+Tab for switcher, Alt+F2 for
Krunner) but Overview (Meta+W) does not.
Suspending Compositing (default Alt+Shift+F12) and then back on temporarily
resolves the issue without a full kwin reload.
It's worth noting this similar, fixed issue that corrected Overview shortcut
handling: https://bugs.kde.org/show_bug.cgi?id=482931.
It works in Wayland but not X11 from what I understand.
