So the command line output shows that powerdevil sees the screen as having
brightness set to 100%, and then changes it to the saved value of 50%. Nothing
unusual there.
It is possible that your monitor has separate brightness settings for HDR and
SDR? Mine does; so if it was set to 0% in HDR mode, switching to SDR and then
back to HDR would reset it back to 0%
