Responding to the question of what to do as a user: If you are using a binary package, you can only file a bug report with the supplier (i.e. your distribution). In your case you don't have to do that, though: The map feature relies on Marble, which does not have a Qt6/KF6 release in Debian yet. The other missing feature, plugin support, is actually a bug in kphotoalbum: we missed purpose support in the 6.0.1 release.
