Looking at the contents of vulkan-loader and vulkan-loader-devel,
vulkan-loader-devel contains /usr/lib64/libvulkan.so, which is symlinked to
/usr/lib64/libvulkan.so.1, which is provided by vulkan-loader. That's probably
the issue. You can verify it by uninstalling vulkan-loader-devel and manually
creating the symlink and seeing if it works properly.

This is a Fedora packaging issue. Please report it at
https://bugzilla.redhat.com. vulkan-loader itself should probably contain the
symlink, and vulkan-loader-devel should only contain headers and such.
