As of the latest OpenSUSE updated, I'm on version 6.3.2 - since this update
things have improved slightly, but brightness still doesn't appear to be
functioning correctly.

The brightness keeps the correct brightness at boot up and I'm no longer
experiencing brightness changes when I disconnect/reconnect the monitor.
However, the HDR issue still remains.

But to answer the questions from your comment:

Changing brightness in Plasma changes the monitor brightness, and this seems to
be the case both with and without HDR.

Unfortunately this command just hangs on my system and doesn't provide any
output.

The issue still occurs even with POWERDEVIL_NO_DDCUTIL=1 unfortunately.
