SUMMARY
KDE uses US layout for keyboard shortcuts, even if it is not the default or
active layout

STEPS TO REPRODUCE
1. Add another language, set it as default (move up in the language list) and
switch to it. In this case I use lithuanian.
2. Settings -> Keyboard -> Shortcuts -> KWin -> Switch to Desktop 2 -> + Add...
-> [press `Meta + Č` (correpsonds to 2 in the number row)] -> Apply
3. Try to switch to desktop 2 using `Meta + Č`

OBSERVED RESULT
Nothing

EXPECTED RESULT
Switches to Desktop 2

ADDITIONAL INFORMATION
Workaround:
Remove US keyboard layout altogether, then it starts working as expected. But
then I cannot use US layout.
