I think Gimp is a major software and the lack of integration makes feel Breeze as incomplete. For what I know, it is possible to create custom themes for Gimp. 1) Edit > Preferences > Theme is the place where the user can select a custom theme. 2) Themes created for 2.8 won't work under 2.10, so maybe it would be a good idea to focus on the latter. 3) There are several themes for Gimp, with custom icons, that can be a good starting point at least to understand the logic.
