SUMMARY

When using a key with a modifier, that keystroke seems to be stored in the
buffer and is entered into the next window

STEPS TO REPRODUCE
1. Open at least two windows that can accept text input, e.g. Konsole and Kate
2. In Kate, hightlight some text and press Ctrl-C, but release the Ctrl key
before releasing the C key
3. Click on the Konsole window

OBSERVED RESULT

Observe the letter 'c' appear in the Konsole window

EXPECTED RESULT

No character should appear in Konsole

ADDITIONAL INFORMATION
Kate, Konsole, and Ctrl-C are just examples. I have seen it happen with Ctrl-A
as well, and with other apps like Brave, Slack, etc. It does NOT happen in X11.
For example, copying text from Konsole with Ctrl-Shift-C and then selecting
Kate will do the same thing.
