Was experiencing the same issue and disabling the color profile resolved the
issue. Re-enabling the ICC profile on the screen displaying fullscreen content
causes it to flicker again.
I am using the built-in profile on both displays (which may not be 100%
accurate, but looks more accurate than stock settings to the naked eye)
