The missing kde-gtk-config package was something I also thought of, as I
thought it somehow got removed after the system upgrade, but I tried
reinstalling it, updating it, it doesn't work.

Regardless if I don't find a solution for this, I'm closing this and reporting
to distro instead, but I think it's a KDE issue.
